Powers and or Abilities
As a former Robin, Tim is an extremely gifted acrobat thanks to a massive amount of training from both Bruce Wayne and Dick Grayson. Of course, a fair amount of practice never hurts either. Another trait, one that is more traditional for the whole Batman family than just Robins, is that Drake is also an accomplished Martial Artist. His favored style of fighting is Bojutsu, or Stick Fighting.
Escapology and Detective skills are also things that the young man has learned over his tenure as a super hero. But one thing that sets him apart from the rest of the family is his natural intellect. Not something that was obtained like Bruce's, Red Robin's ability to learn and troubleshoot is something that was gained naturally and has been honed by his mentor. Wayne himself has stated that if it isn't already the case that Tim may eventually become more intelligent than Bruce himself. This is something that Drake often uses to his advantage in combat by analyzing nearly everything in a combat scenario, "outthinking" his foes as it were.

Relationships
Being from the future, Drake really only has any relationships with his teammates and other Bat Family from the future. He was, however, in an on-again off-again relationship with fellow hero Stephanie Brown.
Personality
Tim has a fair number of traits within himself that are similar to Robin's, another thing that allows him to further take on the name of Robin. Conversely, though, he is a far more serious individual than Dick. He also is not as confident in his abilities as his predecesor, with some minor self-esteem issues. Overall, he is an intelligent young man with a rather reserved demeanor at most times.
History
Tim Drake was one of those attending on the night of Dick Grayson's death. This occasion astounded the boy, and he would hold on to the memory for years. In fact, when watching a tape of Batman and Robin battle, he saw the boy wonder perform a quadruple back-flip. From this action Drake was able to quickly deduce the identity of the dynamic duo as Bruce Wayne and Dick Grayson.
Years later, after the death of Jason Todd, the young man figured out that Wayne needed a Robin to keep him human. Approaching the man himself, Batman was initially resistant, but eventually he came around as Tim proved himself. But this time the man wouldn't allow his new ward to go untrained, thanks to the previous side-kick, and put the boy through a year long process of training to become the new Robin.
Tim would then become a long-time member of the team, eventually inheriting the position after graduating from the mantle of Robin. However, the young man would continue with the bird motiff by using the name Red Robin to reflect the much more red version of his uniform. During the incident that would cause the time bending, Drake was leading a mission with his fellow team members.

Sample Roleplay
It's a balmy evening in St. Bart's, and Tim has the balcony doors of his bedroom open because of it. There's a nice breeze coming off the ocean right now, and he's not staying for much longer so he's trying to enjoy it while he still can. Beats Gotham weather, that's for sure. He's got on a pair of shorts and a short-sleeve dress shirt as he putters around, trying to pack but also procrastinate.
Which really isn't in his nature, so his bag is already almost full. Tim sighs and rubs the back of his neck. Traci is at the spa doing... things. He didn't ask. It'd be easy to just slip away right now. There's a plane waiting for him. But he did kind of promise he'd tell her before leaving, and she's been nice enough to stick around this long. Besides, he can't afford to burn any more bridges.
He tucks a few shuriken between some folded shirts. Man, it sure is nice to fly private.
"You know, if you were going to run off to some sunny beachy vacation destination," comes the voice from those open balcony doors, "the /least/ you could have done was invite /me/." He stands there leaning shoulder in to the door frame, arms crossed over the big red S on his black t-shirt, and a smirk on his square-jawed face. No need to ask how he found Tim, considering he could have probably listened from space or flown around the world a couple times in an afternoon looking around, or.. whatever. Who knows, right? I mean, it's Superboy. "So I wouldn't have to invite myself."
Another thing in his nature: Tim is always on guard, even when he's run off to some sunny beachy vacation destination, so his fingers are around one of those shuriken as soon as he hears the faint woosh of air behind him. He whirls around just as Superboy starts to speak, arm up, ready to throw.
And then he stops. Stares, for a moment, before his hand drops. "Kon?" he asks, and then sighs, pinching the bridge of his nose as he turns back around. To put the shuriken away, of course. "What do you want?"
Having a weapon brandished at him in the hand of his friend just makes Kon's grin widen insufferably. "Yes Tim?" But of course it wasn't that kind of question mark, was it. "What do I want?" He strokes his chin a second - it's a little scruffy actually - and then starts the list. "To go surfing. A dozen hot dogs. To stare at some oiled beach bunnies with really big-" He stops himself and eyes shift back to Tim. Or Tim's back, as the case may be. "Uh, not what you meant, is it." Again he grins, and in a flash that rustles the curtains and whatever papers may be around the room, the Boy of Steel is standing next to Robin, swatting his shoulder with the back of a hand. "To see my bud! Duh. It's been ages since we hung out, and I finally figure 'hey, Gotham is saved, I'm free, bet Robin's got some free time' but you're gone! So here I am."
Tim starts folding another shirt. He's silent as Kon goes through his list, eyes focused downward until he's being buffeted by a gust of wind. And then he's snatching a piece of paper out of the air before it manages to get away. It is also folded and slid into one of the pockets of his bag. "So Gotham hasn't spontaneously exploded in my absence, then?" He doesn't look surprised, though he's not quite looking at Kon for his expression to be readable. Especially when he walks around the Kryptonian so he can head into the attached bathroom. "I'm leaving, actually."
