Known Powers: Enhanced strength, speed, and agility, this may be the after affects of use of the Lazarus pit, for when the batman fought him previously he commented that Jason was better, faster, stronger, with greater skill, in fact "too good".

Martial Arts: As Robin Jason didn't have the ability in the air that Dick Greyson did. He was capable, and more naturally athletic than Bruce as Dick was before him, and had brawling experience due to a hard life on the streets, however he never was able to polish his ability to the level of his predecessor. After his death and rebirth he studied incredibly hard, under many of Bruce's same teachers, mastering many of his skills, as such on their first meeting since his resurrection he disables batman, takes Tim Drake Hostage, and performs aerobatic maneuvers Batman likens to Dick Greysons ability, something he had said years before Jason would be incapable of.
He has fought Nightwing, and Batman to a standstill, and has held his own in a sword fight with Green arrow, all of these feats establish him as one of the greatest martial artists on the planet.
Mind over Matter: Having gone to batman's school of hard knocks, he'd been trained in sciences, linguistics, mathematics, technology, any and all manner of training that would better him on the dark knight's crusade against criminality. As such he is just as keen a detective as the Batman, and his schemes and tactics have been more than enough to throw even the dark knight for a loop.
Strength Level: As strong as a 180 pound 6' man of his age who engages in intensive physical excesses. This may or may not have been furtherly augmented with his brief submersion into the Lazarus pool. )

Street Smart, was one of the first few skills that he picked up when he was young. As the years passed along, both under batman's tutelage, he gained a sense of justice, and what is right and wrong. But with those oncoming years as the second Robin, he became very violent in his ways. It was not much at first, a broken bone here and there.
But then he started hospitalizing important people to their cases. People who would usually rat out the bigger villains went into shock, and where too scared to tell them where they were hiding. They managed to get by, but that one person could have had more evidence to lock them away for a longer sentence of time in the prison.
After the joker had beaten him and his mother, Catherine Ann Todd, and proceeded to kill them both in a fiery explosion, Ra's al Ghul brought him back using the lazarus pits. When Jason awoke from the pits, Jason became even more violent, and had more hatred, all the while with his sense of dealing with criminals becoming more frequent.

History
Batman's first meeting with young Jason Todd was when the youth had attempted to steal the then parked batmobile's tires and sell them for money. Batman turns him over to a school for troubled youths, that is really analogous to juvenile hall, however he is able to assist the Dark Knight in the apprehension of street toughs some time after and earns the mantle of robin from Dick Greyson thereafter. While he wears the costume of the robin, he is worlds apart from Dick Greyson. He had the natural athleticism, and a good bit of brawler experience, but none of the aerobatics ability the young flying grayson had come to Wayne Manor already possessing. But he was an unbridled fountain of rage and hate, a life on the street had made him a manner of tough Gotham's knight wasn't accustom to dealing with, Bruce was confident it could be a great asset and weapon to him, who had comparable passion to fighting crime than the rest of the bat family. Jason is considered by all to be good hearted, and driven in his cause, even by Dick Greyson's own admission he may have been the better Robin and more dedicated crime fighter. After an excursion to find his family, who he's lead to believe may be Lady Shiva, and subsequent training by her, he is killed brutally by Joker, who bludgeoned him near to death with a crowbar, and then left the building he was in to explode. Filled with the brim to anger, Joker continually beat the two until the duo could not move. Before they realized it, a bomb was going to go off in the warehouse, and before he knew it, the warehouse was blown up. Before the warehouse had blown up, batman was trying to track Jason, and was only feet away from the warehouse, before it was blown up in a violent episode, that would cause batman a decade of trauma.
Before Jason was buried, Ra's had heard of Jasons exploits and how skilled he was, and decided that it would be good for him to join the League of Assassins, and decided to switch the bodies, before they were buried. Jason was watching all of the gangs moving around. He had wanted to control Gotham his way. He knew batman couldn’t stop him. Being that he tried so many times and nothing worked. Jason just stood back up and kept going. He saw what he was doing was okay. He had warned them to stay away from kids and not to harm women. Jason wanted to control them with fear and that is what he was going to do.
He proved his point when he shot someone for no reason at all. His main target was Black Mask. He wanted to make sure he would follow his rules. He almost blown him up but of course Batman stopped him. Also Joker would have to be on the lookout since Jason wanted him dead as well.
